1.Go on the boat to Tropica, and make your way to the pirate cove. From the tropica port, it's 2 maps to the right (east) and 1 map up (north). The entrance of the hut you need to enter is at coordinates 37,23.
Once inside, you'll find Salty Samuel.
If you're using the video as a guide, the NPC is located inside of the house to the right hand side at the very end of the video.
2.He lost his anchor while fishing, and it can be found in the big ocean (which is the big map in Atlantis.)
3.Make your way to Josand, and go to Atlantis. Remember, you need to have completed the entire Shabby quest line for access to Atlantis. ( Shabby Job -> Shabby Repairs -> Deep Dive) The big ocean map is at timestamp 2:27.
Once you're at the Big Ocean map, you can use the # range command and the minimap to find the lost anchor on the grind. The anchor will always be at 31, 75 right next to the photo spot.
Return to Salty Samuel at Tropica's Pirate Cove to receive your quest reward.
